Tuki assures to formulate sports policy

Job reservation under sports quota increased from 5% to 10%

ITANAGAR, Jan 23: Chief Minister Nabam Tuki yesterday announced that reservation of jobs under sports quota, especially in the state police department, would be increased from present 5% to 10 %. This would be affected from the very next police recruitment drive, he assured.

Inaugurating the 10th Tadar Tang Memorial State Level Football Tournament here at Rajiv Gandhi Stadium Naharlagun yesterday, the Chief Minister asserted that sports in the modern era have attained the status of an industry, which no state can neglect if it has to carve a niche for itself in a competitive world.

With a focus to tap immense available sporting talents in the state, the Chief Minister promised to formulate a state Sports Policy soon and give a fillip to activities aiming to reap a rich harvest in the long run.

The government has  sanctioned Rs 20 crore under SPA for development of sports infrastructure across the state. Further, to encourage raw and natural talents hidden in rural and interior villages to come overboard, Tuki Government has sanctioned Rs 2 crores to hold sporting activities at the panchayat levels all over the state.

A sportsman himself, the Chief Minister emphasized on searching talents from rural areas.

He informed that his government would soon pass an order to all the deputy commissioners to utilize at least 10% of the untied funds available with them in sports activities in their respective districts.

Expressing concern over lack of good returns and social security of sportspersons, Tuki assured that the Government would work out to keep 10% - five percent more than the existing - reservation of jobs under sports quota especially in the state police department. Responding to a one-point memorandum submitted by the Arunachal Pradesh Football Association (APFA), Tuki announced to enhance the grant provided to it for organizing the tournament from Rs 8 lakhs to Rs 12 lakhs from the next season.

The Chief Minister also paid rich tributes to Late Tadar Tang, a multifaceted personality, in whose memory the most coveted state level football tournament is held every year.

MP and APFA president Takam Sanjoy has advised the participating players to maintain strict discipline during the tournament.

“The players participating in this tournament (TTMSLFT) will have to watch and control their frustration as any act of indiscipline will not be tolerated by the organizers henceforth,” Sanjoy said.

This has come in the wake of sour experiences in the past wherein players lost their cool and crossed the limits of fair-play and discipline bringing a blot to the prestigious tournament of the state.

Making the announcement in a matter-of-fact tone,  Sanjoy said that the step was necessitated to bring discipline amongst players as well as fans and maintain decorum in the tournament.

Sanjoy said that a contingent of 50-plus officials and volunteers would keep a close watch on the teams both on and off the field and report immediately any breach of discipline and code-of-conduct.

“If any player of any team is found to break the code-of-conduct, engage in brawls, challenge the referees or damage any public property, the punishment would be severe and the whole team would be penalized,” he said.

According to the new APFA strictures, any act of indiscipline would lead to ban upto two years on the team and it would not be allowed to participate in the tournament for the said term.

“And in case of indiscipline or violence on part of the spectators, the same ban would be enforced on the team responsible for it,” Sanjoy added.

Meanwhile, Arunachal Pradesh Football Association (APFA) informed that Rajya Sabha Member Mukut Mithi has assured to provide fund under his MPLAD fund as demanded by APFA for development of football in Arunachal Pradesh.

Also present in the inaugural ceremony that was dotted with cultural programmes and a judo-display by students of Sangey Lhaden Sports Academy were Rajya Sabha MP Mukut Mithi, Cabinet Minister Tanga Byaling, Parliamentary Secretary and President Arunachal Olympic Association, Padi Richo, wife of late Tadar Tang, Tader Yedir, MLAs Tani Loffa and Tapuk Taku, APFA Secretary G Doke and others.

 

Union takes up encroachment cases

ITANAGAR, Jan 23: All Arunachal Pradesh Workers’ Union (AAPWU) has sought government’s intervention to stop encroachment of government land by private individuals.

A delegation led by its secretary general Changma Tajo met Parliamentary Secretary, Land Management, and Urban Development & Housing, Padi Richo to apprise him of the rampant encroachment of government land. During the meeting Richo is reported to have assured them that matter will be taken very seriously and appropriate actions would  be initiated immediately against such erring officials who not only encroaches government land and properties but also misuses ones power and positions. The delegation also requested him to constitute high level committee to find out total area of land and properties encroached by such officials in and around capital complex.

AAPWU also urged  district administration to initiate stern actions against such officials as an example for others. The Union further said that there has been encroachment of Govt. land by the Labour Commissioner at D Sector, Naharlagun.

It alleged that Labour Commissioner has illegally encroached the Govt. land and quarters allotted to him by the government of Arunachal Pradesh.

It gave the government two weeks to look into the matter as it threatened to launch democratic movement.

 

Governor stresses on people’s participation in PPP mode

ITANAGAR, Jan 23:  Arunachal Pradesh Governor Gen (Retd) J J Singh has stressed on participation of the people in the Government programmes through Public Private Partnership (PPP) mode.

He said this during a meeting with progressive farmer Taloko Darang from Pangin in East Siang district who accompanied the Industry, Textile, Handloom and Handicrafts Minister Tapang Taloh.  Darang has planted 14,000 orange trees in his orchard which is located at the confluence of Siang and Siyom Rivers. He has also set up a cold storage. The minister and Governor Singh discussed on small scale cottage industries, capacity building of the farmers through trainings and exposure tours. They also discussed on augmentation of agro-horti potentials of the State and problem of marketing of the produces.

Singh said that central part of the State; like Wakkro, Pangin and others has huge orange production and has bright scope for orange processing units. He suggested that the people, especially farmers, should take up small projects in food processing sector. They should form cooperative societies and start small scale industries, while the big projects take it own time.

Stating that good produce will have its value, the Governor feels that fruit produce of the State can have its markets in Myanmar, Bangladesh, Bhutan and Nepal.

Participating in the discussion, Secretary to Governor Ankur Garg highlighted on initiatives of the State Government in food processing sector. He informed that food processing units are going to be set up at different places where they are required most.

 

Master plan in pipeline to boost agri and allied sectors

ITANAGAR, Jan 23: Keeping an eye on the XIIth five year plan, state Planning and Agriculture Ministers held a thread-bare discussion on the strategies and approach for farm sector growth with the officers of agriculture and allied departments at Banquet Hall today.

Both the ministers put emphasis on agriculture and allied activities to enhance the rural economy. A committee of officers from all the concerned departments has also been proposed to be constituted with the Director (PPP) as the Chairman cum coordinator for preparation of the Master Plan

Participating in a high-level meeting Agriculture Minister Setong Sena called for prioritization of sustainable and income generating activities for the farmers. He also advocated for taking up agro-climatic zone specific activities and integrated farming system.

Planning and Finance Minister Chowna Mein also advised the officers to prioritize agriculture and allied sector under the XII Five Year Plan which should bring visible upliftment to the rural economy.

Highlighting the need of ensuring food security, Mein also requested the officers to draft a Master Plan for submission to the Planning Commission of India for inclusive growth of farm sector.

Marketing of surplus produce should be accorded due importance so that toiling farmers may get remunerative returns of their investment, said planning secretary while emphasizing on programmes which would yield quantifiable result.

Participating in the meeting, PPP director stressed the need for identifying some viable projects to be taken up under PPP mode.

 

Tuki showers funds on Palin

Kera Dadi district proposed

PALIN, Jan 23: Chief Minister Nabam Tuki today announced a series of financial packages for Palin Assembly constituency.

Addressing a huge gathering during his two days maiden visit to Palin, the Chief Minister announced up-gradation of present Palin police outpost to B-class police station and present circle headquarter  Palin to Extra Assistant Commissioner’s. He sanctioned Rs 50 lakh and Rs 1 crore for construction of Police station and EAC office building respectively. The package also included Rs 3 crore for construction of Circuit house at Palin, Rs 2 crore for infrastructure development of Pania ADC headquarter, Rs 1 crore for Tea plantation and Rs 3 crore for beautification of Palin town. While assuring to sanction Rs 15 crore for drinking water supply scheme under NLCPR and Rs 5 crore for construction of sports stadium at Palin, Tuki  announced creation of  a separate CD block for Yangte, Gangte,  establishment of  Model College and construction of road from Yangte to Chello village via Korayer under CRF.  

Responding to a memorandum submitted by the local MLA Takam Pario for creation of new district - Kera Dadi, with its headquarter at Jamin by bifurcating present Kurung Kumey district, Chief Minister assured to  discuss it with appropriate authority and place it in the cabinet for approval. However, he advised to depute experts for survey of the proposed district headquarters for formulation of better master plan. Tuki  also sanctioned Rs 10 lakh for survey and investigation and requested MP  Takam Sanjoy and MLA Takam Pario to sanction Rs 10 lakh each from their MPLADF and MLALADF.

The Chief Minister also sanctioned Rs 2 crore for immediate development of the ADC headquarter at Tali (Pathuk)

Tuki, sought cooperation of people, MLAs and panchayat leaders for peace and development. Informing that his Govt is striving hard for rapid development of state, Tuki said “Where there is peace, there is development.”

He advised the Panchayat leader to cooperate with the MLAs so that developmental schemes at village level are fully implemented.

Power (electrical) and Rural Development Minister Tanga Byaling, while addressing the gathering discouraged formation of countless organizations and bandh culture.

Takam Sanjoy called upon the local public to donate land free of cost for establishment of proposed district headquarter at  Jamin. He suggested that priority should be given to the people of Tali and Pipsorang during land allotment in the proposed new district headquarter.

MLAs Takam Pario and Markio Tado also spoke on the occasion. Among others MLAs Tapuk Taku, Tani Loffa and social worker Tadar Yadir were also present on the occasion.

The Chief Minister visited Don Bosco school Palin and interacted with the public yesterday. Tuki has left Palin today for Koloriang to attend the Kurung Kumey Youth Festival. DIPR

 

Additional District and Session Judge in East Siang

PASIGHAT, Jan 23: Additional District and Session Judge, Chief Magistrate cum Civil Judge Senior and junior division will start function shortly in East Siang District and proposal for establishment of CO headquarters at Yagrung is likely to be approved, informed the Education Minister Bosiram Siram while addressing the students at 13th General Conference cum Election of All Bogong Students Union at Rengging today.

The minister also informed that proposal for upgrading the JN College to a State University is underway and for easy access to good education facilities, private institutions will be encouraged.

He further said that the government has initiated programme to reward the toppers of class X and XII of the districts with a laptop and Rs 10,000 cash award to each to encourage educational achievements. Meanwhile, advising the students, he said that rampant collection of funds should be checked. He further said that student leaders should be able to lead the younger ones in the right path and also cooperate with the government in development and uplift of the society. Consumption of alcohol, drug, opium, smoking etc should be vehemently discouraged and awareness campaign against these including HIV/AIDS should be conducted, he added.

Meanwhile, responding to a memorandum submitted by the union, he assured to take up with the concerned authority for establishment of Sirpo Micro Hydel and major irrigation project in the area. He also informed that Rs 5 lakh were sanctioned for community fencing of Rengging village and sought cooperation from all sections for development of the area.

Later, he released the union’s souvenir called ‘AUNG’.

DC Talem Tapok also said that student leaders should set good example and show the right path to the younger. They should cooperate with the administration and take up relevant issues based on development, education and students. They should have proper aim and goal in life and create their own entity, stated Tapok.

Tapok also appealed to the parents to guide their children to the right path.

A difficult and desperate time

In last few years, Jairampur, a small picturesque border town of Changlang district drew global curiosity by discovering the famous WW-II cemetery on its backyard, hosting the first ever Butterfly India Meet of the North East and organizing the illustrious Pangsau Pass Winter Festival.  Currently, this picture perfect abode is traversing through a difficult and desperate time.

The New Year 2012 embarked with a dark and devastating note. Few days back, on January 5 last, an unknown face, forcefully quit his life, leaving behind a toddler and a helpless wife. With that sad demise, in last 9 months, in all, 11 people (8 male and 3 female) in their mid 20s to mid 30s succumbed to the pressure of life and another 5, thankfully, survived. The dreadful episode that commenced on a torrid mid May 2011 afternoon is yet to culminate. For a small place like Jairampur, the ratio is fearsome, every month a person commits suicide. Perhaps, it might be the highest in the state.

16th Miles, situated some 4 Km away from Jairampur township has transformed into a ‘suicide-trove’. This small dwelling populated by 150 or 200 Nepali migrants, leads the tally with 7 suicidal death followed by Jairampur township with 3 death and 5 attempted suicide.

All the suicides were  committed by hanging except the 2 females, who died by self immolation and consuming Thydine, a pesticide used in tea garden. The three men who consumed phenyl (disinfectant) were fortunate enough to be rescued by the alert neighbors and other two were extricated while they were trying to tighten the knot. The various reasons behind the premature deaths and attempted suicides highlighted by the police are domestic violence, failed relationship, intoxication (alcohol and drug abuse) etc.

Apparently, depression is the root of all the tragic demises. The circumstances also reflect that people are preferring ‘suicide’ as the ultimate and easiest escape route. Today, it has shaped up into a ‘serious psychological threat’ for the region and in absence of medical assistance or proper institution to heal the psychological ailments, the chaos of cataclysmic proportion in near future is becoming more realistic.  In some way or other, it has to be accepted that the situation is inching towards ‘pandemic’ zone and the authorities have to pioneer a healing course instead of opening up the ‘treasury of excuses’. They have to rope in the experts and launch the process of psychological sanitization to ‘rescue’ the troubled souls before their stupidity extends more trauma and affect more families. The whole process will be a grueling task but is not it worth a try, if it saves a life and prevents the pilling of more death bodies.

With that tightened knot, some inches above the ground, a trembling and troubled soul, a nameless face among the crowds, bids adieu from the travail of life, another anonymous fellow capitulate on the halfway of life’s odyssey. Arunachal Haat on the lines of Delhi Hut put forward

ITANAGAR, Jan 23: An innovative idea of setting up of an Arunachal Haat on the line of Delhi Hut was mooted today to give a new thrust to the high potential trade and commerce sector of Arunachal Pradesh. The idea was suggested by ACCI president Lala Techi at a meeting chaired by Trade and Commerce Parliamentary Secretary Phosum Khimhun and attended by representatives of T and C department officers and representatives of ACCI.

Khimhun lauded Lala’s proposal dittoed by trade & commerce director Tokong Pertin.

The proposed Haat would be a multi-storied complex to offer windows for state’s unique and rich textiles, textures and handicrafts, stalls for ethnic cuisines,  area for holding fairs besides provision to accommodate the directorate of trade and commerce and related national boards, like Tea Board of India, Species Board of India and National Horticulture Board etc.

Expressing at the poor state of T&CD, expected to strengthen the backbone of Arunachal’s economy, Lala pleaded with the Parliamentary secretary to move the state Govt not only to get the project cleared and fund sanctioned so that T and CD served the purpose for which it has been created. Moreover, more funds should be allocated for expanding its activities, including involvement of ACCI to take part in national and international tours proposed by central government and bodies.

Conveying his dismay at the non-availability of any local dishes in Arunachal stall of Delhi Hut while Naga stall justified its name, Lala reasoned that Arunachal Haat would be the maiden project in state capital for the locals and outside visitors to enjoy Arunchalee dishes, buy local products and enjoy, which in turn would promote tourism and local economy.

When Pertin informed that the idea could not materialize for want of fund to prepare a detailed project report (DPR), Khimhun while admitting the fund paucity and lack of activities assured to take up the matter with Chief Minister Nabam Tuki.

He said that the CM had urged him to give a new direction to the sector as Arunachal with hardly any industry and lack of forward-backward market linkages could not explore and exploit its vast natural resources to benefit the state and its people. “I am sure that the chief minister would extend all possible supports to achieve the goal,” he exuded confidence.

He directed the officials to constitute a four-member committee headed by Pertin to prepare a concept paper on Arunachal Haat and identify its land, envision larger role of ACCI in close coordination with the T and CD to provide the much required fillip to T&C. Lala and Nachung would be its members while T and C deputy director S Modi (Who was present) would be member secretary.

 

Red Rockfest on HIV/AIDS to be launched from Ziro

ITANAGAR, Jan 23: After the successful first edition of Redribbon Multi Media Campaign (MMC) on HIV/AIDS through musical concerts in the state in the year 2010-11, the second edition of Redribbon MMC which has been rechristened as Red Rockfest, would be launched from Ziro, Lower Subansiri District on January 27.

Chief Minister Nabam Tuki will kick start the Rockfest. Parliamentary Secretaries Nido Pavitra and Padi Richo would also attend the programe.

Red Rockfest, a multimedia campaign on HIV/AIDS through music is an endevour on part of the National AIDS Control Organisation (NACO), Govt. of India, through State AIDS Control Societies in the Northeastern region of the country to generate mass awareness on HIV/AIDS among the youth between the age group of 15-29 years. The multi-media campaign aims to capitalise on the popularity of local entertainment avenues among youth like music concerts.

In Arunachal Pradesh, the programme ‘Red Rockfest’ multimedia campaign would be conducted in the 13 districts of the state including State Capital from January 27, 2012 to February 22, 2012. Popular Rockbands of the state, Alien Gods and the winner of the first edition Redribbon MMC contest, Symmetry Clan, would perform as guest bands in the district venues and at Itanagar during Grand Finale.

The Red Rockfest this year in Arunachal Pradesh with the theme ‘Youths are the Solution not the Problem’ aims at mobilizing youth’s energy in creating awareness on HIV/AIDS among the youths. HIV/AIDS affect the youth group age between 15-29 years the most. Globally, youth constitute more than 40 percent of the total HIV cases.

Physical, psychological, and social attributes of adolescence make young people particularly vulnerable to HIV and other sexually transmitted infections. Therefore awareness about HIV/AID at early is very crucial, said Tashor Pali, Deputy  Director (IEC), APSACS.

The Red Rockfest multimedia campaign would cash on music to create awareness about HIV/AIDS among the youth. Rock concerts is a popular avenue for the youths and the awareness created though such popular avenues in a entertaining way can really leave a lasting impression on the young minds, said.

 

10th Tadar Tang Memorial Football

Capital Complex, East Siang earn full points

ITANAGAR, Jan 23: Capital Complex Football Association defeated Police Training Centre (PTC, APP), Banderdewa 2-0 in a keenly contested league level match of the 10th Tadar Tang Memorial Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

Though both the team started aggressively neither team could score in the first half.

After a barren first half, Tage Tashi found the net 61 minute into the match before Taso Bapu sealed the match in favour of Capital Complex by scoring the second goal in the 68th minute.

In another match of the day, East Siang beat West Kameng by a margin of 3-1 goals to earn full points.

East Siang shot into lead 21 minutes into the match through goal from Matani Padung. East Siang was leading 1-0 in the first half.

Miding Tasung and Rokam Tasing scored in 52nd and 56th minutes to take the match away from West Kameng. However, the margin of goal was reduced to 1-3, when Tamo Bida found the net few minutes before the final hooter.

In the inaugural match yesterday, Kurung Kumey pipped Papum Pare 2-1 in a highly entertaining match.

Both the team started off cautiously waiting for chance in a packed stadium. However, it was Kurung Kumey team that took the lead in 21st minute through a fine header from Tamchi Tasang. Hari Tacho added another goal in added time of the first half (41 min).

Stung by two first half goal, Papum Pare put up a brave fight against Kurung Kumey in the second half as a result of which team’s dependable striker Loie Kena found the net in 44 minute to reduce the deficit to 1-2.

The match could have gone either way had Papum Pare not spoiled the chance of the spot kick they got in the second half. The team members and supporters in both sides of the stadium suddenly erupted in wild jubilation presuming that Papum Pare had found the equalizer through the penalty kick. But the jubilant crowd was silenced by the match referee’s decision to reject the goal.

The second match played yesterday between defending champion Lower Subansiri and Lower Dibang Valley ended in a goalless draw.

Both Lower Subansiri and Lower Dibang Valley will lock horn with each other in their second encounter tomorrow while East Kameng would play against Papum Pare in the second match.

 

PTA students win 4 medals

ITANAGAR, Jan 23: Four students of Pitapol Taekwondo Academy (PTA), under Yazali circle, Lower Subansiri won a medal each in the 19th State Level Taekwondo Championship 2012 held at Mechukha from January 19 to 21.

While Gollo Yani bagged a gold in Sub Junior Girls category Ms Nebia Aju, Mst. Nabam Katu and Mst. Nabam Tagu bagged a bronze medal each in Sub Junior Girls and Boys category respectively.

 

Connecting the unconnected

ITANAGAR, Jan 23: The thickly populated Paya village located on the right bank of Yomgo river with 85 households and with nearly 1500 population, situated just 8 km away from the district headquarter has been facing communication isolation right from the British days and even now it is connected by a steel deck hanging bridge that do not augur well for the prospect of the people to hasten development in this era of technology. But the bitter adversaries faced by the people through the ages will soon fade away by the year 2014 after laying of the foundation stone of a motor able bridge. Parliamentary Secretary Gadam Ete amid cheer and fanfare on 22 Jan last laid the foundation stone. The project is funded by DONER under non-lapsable central resources to the tune of Rs 968.53 lakh with central share of Rs 871.68 lakh and state share of Rs 96.85lakh will be executed by the PWD, Aalo Division and targeted to be completed before 2014.

Speaking on the occasion, Ete said that the wheel of development always depends on a proper communication system. He appealed to the villagers to cooperate with the executing agency, and the workers so that the works go on with steady pace.

Responding to memorandum pertaining to drainage and black topping of road from BRTF road to the village, he assured to take care of these issues in due course of time.

Speaking on the occasion,  SIRD director Nyabin Ete and the project director, DRDA Dege Ete termed the occasion as momentous as the motorable road will not only facilitate the village but serve the cause of entire Pobdi Bango in the long run. He appealed to the people of the area to build mutual trust and conducive atmosphere whereby all thrive and prosper.

Attractive cultural progs mark RKSM School annual day

ITANAGAR, Jan 23: The annual function day of Ramakrishna Sarada Mission Girls’ School at Khonsa, one of the premier schools in Arunachal Pradesh, was held on January 21 with various programmes.

Speaking on the occasion, Sajay Thakur, Officiating Commander,117 Infantry Brigade, New Khonsa, lauded the brilliant performance of the school in all spheres. He said that discipline is the bedrock of success in life and appreciated the ‘Matajis’ and the staff of the school for inculcating a strict sense of discipline among the students that has helped in achieving greater height of excellence in academics and other co-curricular activities.

The Commandant, 19 Assam Rifles said that it was a matter of pride to have such a wonderful school in a remote place like Khonsa and exhorted the students to set goals for themselves and prepare themselves adequately to face the many challenges of life in future. Craig’s visit a morale booster for CMC

ITANAGAR, Jan 23: Prof. Jonathan Craig, Co-Chair of the Cochrane Collaboration Steering Group visited the South Asian Cochrane Network & Centre (SAsianCC) at Christian Medical College (CMC), Vellore on January 20 and 21.

While interacting with the research community Prof. Craig appreciated the quality of scientific activities that are being carried out by the SAsianCC under the leadership of Prof. Prathap Tharyan, Associate Director of the CMC.

Participating in national workshop organized by the SAsianCC on January 20, Craig described the utility of systematic review and meta-analysis. He mentioned about the Cochrane Collaboration’s standards on conducting and maintaining systematic reviews as well as the stages involved in it. He also emphasized on the role of systematic reviews in formulating policy, guidelines and long term plansin health sector.

Next day, he delivered a talk in CMC’s weekly Quality Circle on the topic “Listeners’ guide to conference presentations - sorting fact from fiction.”  He demonstrated a ten-point checklist by which one may detect the vested interest people in scientific conferences, as preserving the interest of common man is more important for the scientific community.  

This was followed by one-day workshop -- “Understanding Cochrane systematic reviews on Diagnostic Test accuracy.” The main faculty of the workshop, Prof Craig presented the concepts of systematic review on diagnostic test accuracy, its methodology and the complexities involved in the same. He too explained the quality assessment criteria for diagnostic test accuracy review.

It is worth mentioning here that Prof Craig, Coordinating Editor of the Cochrane Renal Group, is also a recipient of the TJ Neill award for outstanding contribution to science in nephrology in Australia and New Zealand as well as the International Distinguished Medal of the National Kidney Foundation of the United States. He also holds a Chair in Clinical Epidemiology at the School of Public Health, University of Sydney, Australia.

 

Seminar on promotion of reading habits

SEPPA, Jan 23: Books are the store-house of knowledge and one should read books as a confidence building measure to live a decent and successful life, said legislator Tapuk Taku while attending a seminar on ‘Promotion of Reading Habits’ at  Govt. Middle School Type-II, Seppa yesterday.

Around 120 students from various schools took part in the seminar which was organized by District Library in collaboration with education department. Literary events like Quiz, essay, drawing, storytelling, extempore speech, debate competitions were main components of the seminar. The resource persons of the day were R Pathak, co-coordinator, Jose Joseph, teacher, Holy Family, GS Mishra, CRCC Bana and KPYadav, a teacher.

Showering praises on library department, Seppa for conducting the seminar Tapuk Taku appealed to the students to improve reading habits. Today’s youth is tomorrow’s leaders, he said while adding that students should read books to gain knowledge to shoulder the responsibility as leaders in near future. He also suggested library officers to conduct such seminars and book fairs from time to time and also make available every latest book.

While explaining the importance and objectives of the seminar, DLIO Dokia Tajum said more than 30,000 books are available at Seppa library including encyclopedia, magazines besides daily newspapers.

DDSE  Kata Rangmo gave away the prizes to the toppers of the literary competitions. The toppers of the competitions would avail free membership of the library. DIPRO

Interstate vehicle lifters gang busted

DOIMUKH, Jan 23: A nine-member police team led by OC, Doimukh SI Lijum Bagra busted a gang of inter-state vehicle lifters on Sunday night with arrest of three from Charajuli village under Boginadi police station of North Lakhimpur district in Assam.  The police team recovered a stolen Bolero bearing number AR-01E-0541. The stolen vehicle recently belongs to NEEPCO deputy manager Tana Rekhi Tara. A case (No 3/12) has been registered under section 379 IPC and the lifters, namely  Mohammad Esarrudin (20) and Mohammad Pokar Ali of Birju village and Mohammad Ranjan Ali (23) of Gohpur, arrested, according to Papum Pare SP Nabam Gungte. These three had just returned after clinching a deal at Nagaland with another gang of lifters.

 

Public hearing

ITANAGAR, Jan 23: Public hearing on Trans Arunachal Highway was conducted by the District Administration at Leporiang on January 20. The Deputy Commissioner, Superintendent of Police, Additional Deputy Commissioner, Sagalee, Superintendent of Engineer, Highway, Executive Engineer High way along with hosts of PR leaders and the affected people participated in the meeting. The Deputy Commissioner urged the people to cooperate with the concerned authority for smooth execution of the highway project. Circle Officer, Leporiang Hage Tarung, exhorted the people of the area to rise above petty interest so the local people may enjoy larger developmental results. The local leaders also expressed keen interest and were ready to extend all possible local support to this dream project.

 

SDO office run by head assistant!

ITANAGAR, Jan 23: If you believe Eastern Adi Students Union (EASU), the Mariyang Sub-Divisional Office (SDO) in Upper Siang district is being run by a head assistant. There is no circle officer, block development officer and sub-divisional officer in the SDO office. Only a head assistant, namely, Barin Perme is running the show, said EASU team which visited Mariyang recently.

Questioning the role of the state Govt and concerned legislator over the non-functioning of the SDO office, the union further said, authorities should take responsibility for non-functioning of Mopom circle under Mariyang.  In term of road condition, Mariyang is most neglected circle in the district, the union said while adding that telecommunication facilities is not up to the satisfaction of local people.

It appealed to the PWD, Mariyang to implement SPA schemes for town development properly and said that more tender should be invited in order to facilitate participation of adequate number of agencies for construction of long distance Ranaghat-Yingkiong highway within a short period of time.

 

GBs seek Minister’s help

ITANAGAR, Jan 23:  The GBs of N’Hkumsang area comprising of Pisi; Khamuk; Lewang; Phup; Khagam Singpho and Khagam Mossang villages have sought the intervention of Minister Kamlung Mossang to overcome the shortfall afflicting the villagers due to complete destruction of their crops by seasonal insects and unfavourable weather conditions.

They alleged the department of agriculture of not providing any help to overcome the problem.  Earlier on November 26, citizens had submitted a memorandum briefing the minister about the destruction and shortage of food grains.

Finding no response nearly two months after submitting the memorandum  , the GBs have reminded Minister of Food & Civil Supply Kamlung Mossang to provide compensation for the heavy losses incurred and increase the PDS quota of rice for the farmers of these villages.

The GBs have also urged for opening of a counter at Lewang to ensure regular issuance of kerosene oil as it is practically difficult on the part of the consumers of these far flung villages to collect it from Miao town. They also reminded the Minister of the urgent need to maintain the dilapidated PWD road between Manabum-Pisi while urging him to expedite the process of getting sanction for construction of a motorable suspension bridge over Noa-Dehing River to connect Miao-Pisi.

 

CoSAAP reiterates demand

ITANAGAR, Jan 23:  Confederation of Service Associations of Arunachal Pradesh (CoSAAP) urged the state government to implement the 6th Pay Commission recommendation with immediate grant of TA/DA rates and adhoc bonus, as assured by Khandu led government.

CoSAAP during its meeting yesterday, also resolved to submit a representation to the government reminding it of earlier demands.

 

Department needs to imbibe work culture: Taloh

ITANAGAR, Jan 23: Textile and Handicrafts, Industries Minister Tapang Taloh exhorted the officers and officials of his department to develop work culture to regain its lost glory.

Addressing the departmental review meeting here today, Taloh said that he had been taking up various issues of the department for its revival with the Chief Minister and Planning Department.

Textile and Handicrafts Secretary Bandhana Deori urged the district officers to put up energy to achieve revenue generation target. She suggested the officers to go for only need based schemes.

Director Textiles and Handicraft Khoda Raju highlighted the developmental activities being carried out by the department.

 

Foundation stone of Mugli Pagyor village

ITANAGAR, Jan 23: Mugli Pagyor village with 23 households and 300 people has declared itself as a separate village after its foundation stone was laid by Home, Mines and Mineral and Geology Parliamentary Secretary Gadam Ete amidst fanfare on  January 21 last. Mugli Pagyor which has existed right from the pre Independence days is the ancestral name of the place where the village is currently located.

Speaking on the occasion, Ete said that citizens should chart out a reliable path for faster progress and development targeting the economic needs of the people. While suggesting agriculture, horticulture, fishery as an alternative source of income, he regretted that vast cultivable and fertile lands have not been used.

Meanwhile, he appealed the elders of the community to take the lead role in accommodating the interests of all members of the community and asked teachers to give dedicated services to the students.

Responding to a memorandum pertaining to community hall, CC steps, road and augmentation of drinking water supply, he worded optimistic in the days to come.

Speaking on the occasion, the West Siang Deputy Commissioner Amjad Tak said that expansion is a continuous process and it has to take place over a period of time to meet the needs of expanding population. The village notification takes time and process and appointment of another Gaon Burah for the village will be taken due care after all formalities are over, he said. Papum Pare DWSC achieves a milestone

ITANAGAR, Jan 23: Papum Pare District Water and Sanitation Committee (DWSC) achieved a milestone by launching Information Education and Communication (IEC) component of Total Sanitation Campaign (TSC) in the district.  With the launching of IEC at Upper Tarasso ME School under Tarasso circle today the DWSC brought all the administrative headquarters of the district under IEC.

Speaking on the occasion, Papum Pare Zilla Chairperson Nabam Aka highlighted the need of successful implementation of TSC, particularly the Individual household latrine (IHHL) scheme and appealed to the people to maintain a hygienic life for disease free society.  She said the beneficiaries should extend cooperation with the implementing agency in order to  achieve the goal under the campaign. She encouraged the beneficiaries to come forward with even personal contribution in case of shortfall of departmental funding in pursuit of a hygienic life. Aka further called for preservation and protection of environment and forests.

Papum Pare DDSE Tana Tagu said that people should take up the activities under the campaign as social service with a collective vision for a hygienic community, not as a source of contract work to be received from implementing agency.

PHED EE cum member secretary, TSC Er. JT Badal told the gathering that TSC was a nation-wide programme and pleaded them to make Tarasso circle a completely open defecation free zone.

Earlier, Aka inaugurated the recently upgraded Tarasso middle school.

 

Zonal student unions appeal AEKSU

ITANAGAR, Jan 23:  The coordination meeting of various zonal students unions, such as All Bameng Khenewa and Lada Students Union (ABKLSU) and East Kameng Middle Zone Students Union (EKMZSU) expressed concern over the ongoing crisis within All East Kameng Students Union (AEKSU) and appealed to AEKSU members to resolve the crisis amicably to ensure peaceful conduct of the ensuing conference.

It stated that the zonal students union would not attend the ensuing conference if the crisis within executive members of AEKSU is not resolved at earliest.

 

Allegation baseless: UAEA

ITANAGAR, Jan 23: Unemployed  Arunachalee Engineers Association (UAEA) has refuted the allegation leveled against it that the January 10 capital bandh was politically motivated and backed by some political parties. The allegations leveled against the association were false, baseless and concocted, an UAEA release said.

While urging the Arunachal Pradesh Public Service Commission to come out clean, UAEA questioned the outcome of three member high power committee constituted to unearth the truth behind the whole episode.

 

Safety demonstration by fire personnel  

ITANAGAR, Jan 23: The personnel of Naharlagun Fire Station conducted a fire awareness cum demonstration programme at Govt Secondary School, Nirjuli on January 21.

While demonstrating the technique of fire fighting, resource person R R Dey,  Naharlagun fire station office,  described how fire acts as both foe and friend of  mankind. He said, fire generally breaks out due to negligence of people.

The team of resource persons also demonstrated different fire fighting equipments before the students. Among others, teachers, students and Govt officials keenly participated in the fire awareness programme.

 

ESDPs on internet

ITANAGAR, Jan 23: Two Entrepreneurship and Skill Development Programmes (ESDPs) on ‘MS Office and Internet’, and ‘Web Page Designing’ for the unemployed educated youths were inaugurated by Geto Ori, Assistant director, Industries department in the IIE branch office premises today.  

Informing that Union Government has given emphasis on large scale skill development in various sectors under the 12th five year plan, Ori said the training on MS Office and Internet is necessary for the youth of Arunachal Pradesh to enhance their skill for employment opportunities or self-employment venture. He  also assured the participants of help and guidance in every aspect from Department of Industries.  Since all such trainings are hands-on trainings, every aspect of it should be carefully learnt by the trainees.

Santanu M Deka, assistant faculty member, IIE Branch Office, Itanagar introducing the ESDPs said that these trainings which are sponsored by the union ministry of MSME aim at building capacity of the educated youth for employment or self-employment.       

 

Missing woman found

ITANAGAR, Jan 23: A married woman, who reportedly went missing from Pasighat on December 13, 2011, has been found on January 19 last, according to family source.

She was ‘rescued’ by her husband after a random search from the house of a person, who is a permanent resident of Mimang village of Dhemaji district, Assam, the source said.

“She was suspected to have been kidnapped by the person,” the source claimed.

A first information report (FIR) was lodged with Itanagar police regarding the missing woman on December 22, 2011, the source added.

Meanwhile, the family members and All Pip-Sorang Circle Youth Welfare Association have demanded police to arrest the culprit and award him exemplary punishment.

 

Capital bandh

ITANAGAR, Jan 23: Protesting against the state government’s alleged failure to fulfill its demands, All Arunachal Pradesh Youth Forum (AAPYF) and Arunachal Pradesh Democratic Youth Association (APDYA) jointly called 12 hours capital bandh on January 30.

Both AAPYF and APDYA have been demanding the government for construction of separate National Highway for three districts, namely East, West and Upper Siang and immediate amicable solution to all boundary disputes between Assam and Arunachal.

The Forum further demanded for immediate road connectivity to all circle headquarters and villages under Pradhan Mantri Gram Sadak Yojna scheme.

 

MLA welcomes govt gesture

ITANAGAR, Jan 23: MLA Tani Loffa has welcomed the sanctioning Rs 3 crore 30 lakhs for construction of a new suspension bridge at Bana in East Kameng district.

The existing bridge has outlived its stipulated life-span and was declared dangerous for traffic. In fact the district administration had banned plying of heavy vehicles over it, which indirectly has affected transportation of essential commodities and other goods to the district headquarters Seppa and upper reaches of the district.

The suspension bridge at Bana is the only lifeline to the district.

He hailed the Government for making an alternate arrangement with the BRTF for transportation of vehicles over the river till completion of the new suspension bridge. A temporary bridge at Bana, constructed by the BRTF, went operational a couple of days ago bringing a sigh of relief to the people of the district, he informed.

 

Teachers seek RTE funds, quarters

ITANAGAR, Jan 23: ATA Upper Siang District Unit submitted an eight points memorandum to Director of Elementary Education (DEE) at Yingkiong which included early release of RTE Fund for procurement of stationery items in the state.

The teachers further sought more teachers for the district, release of stipends for elementary hostelers’ students for Upper Siang District and quarter facilities for the teachers and early release of salaries of the teachers.

They further apprised the DEE of shortage of ministerial staff and quarters for them.

The teachers further suggested that transfer and posting of SSA teachers may be stopped at the earliest.

 

Office automation training at NIC

ITANAGAR, Jan 23: The 2 weeks office automation training conducted by district administration in collaboration with Dibang Valley district unit of NIC concluded yesterday.

EAC cum Course Coordinator of the training Bopai Poroik  exhorted the trainees to utilize computer skills acquired during the training efficiently by practicing hard adding that in today’s world computer knowledge is of paramount importance.

Course director cum DIO Anini Rajendra Prasad thanked Deputy Commissioner Abu Tayeng and EAC, Bopai Poroik for attaching importance to computer skills and for their support in arrangement for successful conduct of the course. He also expressed his gratitude to DC  for playing major role in encouraging the ministerial staff to use computer in their official work and supporting NIC in ICT related work.

The trainees said that such type of training should be organized once in a year and duration of the training should be more than two weeks. (DIPRO)

 

Mass cleanliness drive

ITANAGAR, Jan 23: To keep the Ziro/Hapoli Township neat and clean, Lower Subansiri district administration organized a mass social service in both the townships today. All government offices and market areas were covered during the social service. The cleanliness drive was organized as part of the ensuing 62nd Republic Day celebration.
