Tuki assures to formulate sports policy
Job reservation under sports quota increased from 5% to 10%
ITANAGAR, Jan 23: Chief Minister Nabam Tuki yesterday announced that reservation of jobs under sports quota, especially in the state police department, would be increased from present 5% to 10 %. This would be affected from the very next police recruitment drive, he assured.
Inaugurating the 10th Tadar Tang Memorial State Level Football Tournament here at Rajiv Gandhi Stadium Naharlagun yesterday, the Chief Minister asserted that sports in the modern era have attained the status of an industry, which no state can neglect if it has to carve a niche for itself in a competitive world.
With a focus to tap immense available sporting talents in the state, the Chief Minister promised to formulate a state Sports Policy soon and give a fillip to activities aiming to reap a rich harvest in the long run.
The government has sanctioned Rs 20 crore under SPA for development of sports infrastructure across the state. Further, to encourage raw and natural talents hidden in rural and interior villages to come overboard, Tuki Government has sanctioned Rs 2 crores to hold sporting activities at the panchayat levels all over the state.
A sportsman himself, the Chief Minister emphasized on searching talents from rural areas.
He informed that his government would soon pass an order to all the deputy commissioners to utilize at least 10% of the untied funds available with them in sports activities in their respective districts.

ITANAGAR, Jan 23: All Arunachal Pradesh Workers’ Union (AAPWU) has sought government’s intervention to stop encroachment of government land by private individuals.
A delegation led by its secretary general Changma Tajo met Parliamentary Secretary, Land Management, and Urban Development & Housing, Padi Richo to apprise him of the rampant encroachment of government land. During the meeting Richo is reported to have assured them that matter will be taken very seriously and appropriate actions would be initiated immediately against such erring officials who not only encroaches government land and properties but also misuses ones power and positions. The delegation also requested him to constitute high level committee to find out total area of land and properties encroached by such officials in and around capital complex.
AAPWU also urged district administration to initiate stern actions against such officials as an example for others. The Union further said that there has been encroachment of Govt. land by the Labour Commissioner at D Sector, Naharlagun.
It alleged that Labour Commissioner has illegally encroached the Govt. land and quarters allotted to him by the government of Arunachal Pradesh.
It gave the government two weeks to look into the matter as it threatened to launch democratic movement.
Governor stresses on people’s participation in PPP mode
ITANAGAR, Jan 23: Arunachal Pradesh Governor Gen (Retd) J J Singh has stressed on participation of the people in the Government programmes through Public Private Partnership (PPP) mode.
He said this during a meeting with progressive farmer Taloko Darang from Pangin in
East Siang district who accompanied the Industry, Textile, Handloom and Handicrafts
Minister Tapang Taloh. Darang has planted 14,000 orange trees in his orchard which
is located at the confluence of Siang and Siyom Rivers. He has also set up a cold

PASIGHAT, Jan 23: Additional District and Session Judge, Chief Magistrate cum Civil Judge Senior and junior division will start function shortly in East Siang District and proposal for establishment of CO headquarters at Yagrung is likely to be approved, informed the Education Minister Bosiram Siram while addressing the students at 13th General Conference cum Election of All Bogong Students Union at Rengging today.
The minister also informed that proposal for upgrading the JN College to a State University is underway and for easy access to good education facilities, private institutions will be encouraged.
He further said that the government has initiated programme to reward the toppers of class X and XII of the districts with a laptop and Rs 10,000 cash award to each to encourage educational achievements. Meanwhile, advising the students, he said that rampant collection of funds should be checked. He further said that student leaders should be able to lead the younger ones in the right path and also cooperate with the government in development and uplift of the society. Consumption of alcohol, drug, opium, smoking etc should be vehemently discouraged and awareness campaign against these including HIV/AIDS should be conducted, he added.
Meanwhile, responding to a memorandum submitted by the union, he assured to take up with the concerned authority for establishment of Sirpo Micro Hydel and major irrigation project in the area. He also informed that Rs 5 lakh were sanctioned for community fencing of Rengging village and sought cooperation from all sections for development of the area.

The New Year 2012 embarked with a dark and devastating note. Few days back, on January 5 last, an unknown face, forcefully quit his life, leaving behind a toddler and a helpless wife. With that sad demise, in last 9 months, in all, 11 people (8 male and 3 female) in their mid 20s to mid 30s succumbed to the pressure of life and another 5, thankfully, survived. The dreadful episode that commenced on a torrid mid May 2011 afternoon is yet to culminate. For a small place like Jairampur, the ratio is fearsome, every month a person commits suicide. Perhaps, it might be the highest in the state.

All the suicides were committed by hanging except the 2 females, who died by self immolation and consuming Thydine, a pesticide used in tea garden. The three men who consumed phenyl (disinfectant) were fortunate enough to be rescued by the alert neighbors and other two were extricated while they were trying to tighten the knot. The various reasons behind the premature deaths and attempted suicides highlighted by the police are domestic violence, failed relationship, intoxication (alcohol and drug abuse) etc.
Apparently, depression is the root of all the tragic demises. The circumstances also reflect that people are preferring ‘suicide’ as the ultimate and easiest escape route. Today, it has shaped up into a ‘serious psychological threat’ for the region and in absence of medical assistance or proper institution to heal the psychological ailments, the chaos of cataclysmic proportion in near future is becoming more realistic. In some way or other, it has to be accepted that the situation is inching towards ‘pandemic’ zone and the authorities have to pioneer a healing course instead of opening up the ‘treasury of excuses’. They have to rope in the experts and launch the process of psychological sanitization to ‘rescue’ the troubled souls before their stupidity extends more trauma and affect more families. The whole process will be a grueling task but is not it worth a try, if it saves a life and prevents the pilling of more death bodies.
With that tightened knot, some inches above the ground, a trembling and troubled soul, a nameless face among the crowds, bids adieu from the travail of life, another anonymous fellow capitulate on the halfway of life’s odyssey. GBs seek Minister’s help
ITANAGAR, Jan 23: The GBs of N’Hkumsang area comprising of Pisi; Khamuk; Lewang; Phup; Khagam Singpho and Khagam Mossang villages have sought the intervention of Minister Kamlung Mossang to overcome the shortfall afflicting the villagers due to complete destruction of their crops by seasonal insects and unfavourable weather conditions.
They alleged the department of agriculture of not providing any help to overcome the problem. Earlier on November 26, citizens had submitted a memorandum briefing the minister about the destruction and shortage of food grains.
Finding no response nearly two months after submitting the memorandum , the GBs have reminded Minister of Food & Civil Supply Kamlung Mossang to provide compensation for the heavy losses incurred and increase the PDS quota of rice for the farmers of these villages.
The GBs have also urged for opening of a counter at Lewang to ensure regular issuance
of kerosene oil as it is practically difficult on the part of the consumers of these

ITANAGAR, Jan 23: Mugli Pagyor village with 23 households and 300 people has declared itself as a separate village after its foundation stone was laid by Home, Mines and Mineral and Geology Parliamentary Secretary Gadam Ete amidst fanfare on January 21 last. Mugli Pagyor which has existed right from the pre Independence days is the ancestral name of the place where the village is currently located.
Speaking on the occasion, Ete said that citizens should chart out a reliable path for faster progress and development targeting the economic needs of the people. While suggesting agriculture, horticulture, fishery as an alternative source of income, he regretted that vast cultivable and fertile lands have not been used.
Meanwhile, he appealed the elders of the community to take the lead role in accommodating the interests of all members of the community and asked teachers to give dedicated services to the students.
Responding to a memorandum pertaining to community hall, CC steps, road and augmentation of drinking water supply, he worded optimistic in the days to come.
Speaking on the occasion, the West Siang Deputy Commissioner Amjad Tak said that expansion is a continuous process and it has to take place over a period of time to meet the needs of expanding population. The village notification takes time and process and appointment of another Gaon Burah for the village will be taken due care after all formalities are over, he said. Papum Pare DWSC achieves a milestone
ITANAGAR, Jan 23: Papum Pare District Water and Sanitation Committee (DWSC) achieved a milestone by launching Information Education and Communication (IEC) component of Total Sanitation Campaign (TSC) in the district. With the launching of IEC at Upper Tarasso ME School under Tarasso circle today the DWSC brought all the administrative headquarters of the district under IEC.
Speaking on the occasion, Papum Pare Zilla Chairperson Nabam Aka highlighted the need of successful implementation of TSC, particularly the Individual household latrine (IHHL) scheme and appealed to the people to maintain a hygienic life for disease free society. She said the beneficiaries should extend cooperation with the implementing agency in order to achieve the goal under the campaign. She encouraged the beneficiaries to come forward with even personal contribution in case of shortfall of departmental funding in pursuit of a hygienic life. Aka further called for preservation and protection of environment and forests.

Zonal student unions appeal AEKSU
ITANAGAR, Jan 23: The coordination meeting of various zonal students unions, such as All Bameng Khenewa and Lada Students Union (ABKLSU) and East Kameng Middle Zone Students Union (EKMZSU) expressed concern over the ongoing crisis within All East Kameng Students Union (AEKSU) and appealed to AEKSU members to resolve the crisis amicably to ensure peaceful conduct of the ensuing conference.
It stated that the zonal students union would not attend the ensuing conference if the crisis within executive members of AEKSU is not resolved at earliest.
Allegation baseless: UAEA
ITANAGAR, Jan 23: Unemployed Arunachalee Engineers Association (UAEA) has refuted the allegation leveled against it that the January 10 capital bandh was politically motivated and backed by some political parties. The allegations leveled against the association were false, baseless and concocted, an UAEA release said.
While urging the Arunachal Pradesh Public Service Commission to come out clean, UAEA questioned the outcome of three member high power committee constituted to unearth the truth behind the whole episode.
Safety demonstration by fire personnel
ITANAGAR, Jan 23: The personnel of Naharlagun Fire Station conducted a fire awareness cum demonstration programme at Govt Secondary School, Nirjuli on January 21.
While demonstrating the technique of fire fighting, resource person R R Dey, Naharlagun fire station office, described how fire acts as both foe and friend of mankind. He said, fire generally breaks out due to negligence of people.
The team of resource persons also demonstrated different fire fighting equipments before the students. Among others, teachers, students and Govt officials keenly participated in the fire awareness programme.

Missing woman found
ITANAGAR, Jan 23: A married woman, who reportedly went missing from Pasighat on December 13, 2011, has been found on January 19 last, according to family source.
She was ‘rescued’ by her husband after a random search from the house of a person, who is a permanent resident of Mimang village of Dhemaji district, Assam, the source said.
“She was suspected to have been kidnapped by the person,” the source claimed.
A first information report (FIR) was lodged with Itanagar police regarding the missing woman on December 22, 2011, the source added.

Capital bandh
ITANAGAR, Jan 23: Protesting against the state government’s alleged failure to fulfill its demands, All Arunachal Pradesh Youth Forum (AAPYF) and Arunachal Pradesh Democratic Youth Association (APDYA) jointly called 12 hours capital bandh on January 30.
Both AAPYF and APDYA have been demanding the government for construction of separate National Highway for three districts, namely East, West and Upper Siang and immediate amicable solution to all boundary disputes between Assam and Arunachal.
The Forum further demanded for immediate road connectivity to all circle headquarters and villages under Pradhan Mantri Gram Sadak Yojna scheme.
MLA welcomes govt gesture
ITANAGAR, Jan 23: MLA Tani Loffa has welcomed the sanctioning Rs 3 crore 30 lakhs for construction of a new suspension bridge at Bana in East Kameng district.
The existing bridge has outlived its stipulated life-
The suspension bridge at Bana is the only lifeline to the district.
He hailed the Government for making an alternate arrangement with the BRTF for transportation of vehicles over the river till completion of the new suspension bridge. A temporary bridge at Bana, constructed by the BRTF, went operational a couple of days ago bringing a sigh of relief to the people of the district, he informed.
Teachers seek RTE funds, quarters
ITANAGAR, Jan 23: ATA Upper Siang District Unit submitted an eight points memorandum to Director of Elementary Education (DEE) at Yingkiong which included early release of RTE Fund for procurement of stationery items in the state.
The teachers further sought more teachers for the district, release of stipends for elementary hostelers’ students for Upper Siang District and quarter facilities for the teachers and early release of salaries of the teachers.
They further apprised the DEE of shortage of ministerial staff and quarters for them.
The teachers further suggested that transfer and posting of SSA teachers may be stopped at the earliest.
Office automation training at NIC
ITANAGAR, Jan 23: The 2 weeks office automation training conducted by district administration in collaboration with Dibang Valley district unit of NIC concluded yesterday.
EAC cum Course Coordinator of the training Bopai Poroik exhorted the trainees to utilize computer skills acquired during the training efficiently by practicing hard adding that in today’s world computer knowledge is of paramount importance.
Course director cum DIO Anini Rajendra Prasad thanked Deputy Commissioner Abu Tayeng and EAC, Bopai Poroik for attaching importance to computer skills and for their support in arrangement for successful conduct of the course. He also expressed his gratitude to DC for playing major role in encouraging the ministerial staff to use computer in their official work and supporting NIC in ICT related work.
The trainees said that such type of training should be organized once in a year and duration of the training should be more than two weeks. (DIPRO)
Mass cleanliness drive
ITANAGAR, Jan 23: To keep the Ziro/Hapoli Township neat and clean, Lower Subansiri district administration organized a mass social service in both the townships today.
